Only a vet can advise you on medical matters. My suggestion is more on a psychological/spiritual level.
Have you considered the position from his point of view? He has spent almost all of his life with you and you have given him love and companionship. Now he is getting old and his health is failing. So he wants to spend his remaining time in your company, not locked in a cage or basement at night, away from your company. He probably senses that his days on this earth are not too many now, so wants to be with you desperately.
I understand about his barking at night - but have you considered having him sleep *in your bedroom*? If you don't want him on your bed, you could put his dog bed on the floor next to your bed. This might well make him so happy in his final days that he doesn't bark or whine. It's worth a try, at least.
