I have my daughters Shih tzu hereshe was given to my daughter. I bathed her and bought clippers. She wonít let me clip her paws or underneath or face. I clipped her body. She needs pretty much mostmofnhe oaw fur taken off. Itís knotted. And her
Needs to be trimmed short. I called a groomer and told her this tonfind out how soon I can get in. She doesnít need a fancy clip. Onlynsomething to make her clean and get old fur off and she wonít let me. The groomer said every groomer in Pa is going to make me have a Bet check and shots to have an appointment. I wanted to have the grooming done ASAP. Then a vet appointment. Is this true. All pets must have a vet check and shots to have a an appointment at a groomer. She told me it also is mandatory for cats. I didnít hear this before

Welcome to the forum Cappuccino *Welcome*

I'm not from Pennsylvania so I can't find out for sure; however, I found some information online. According to an Animal Hospital's website,

"All dogs must be vaccinated for Rabies as required by Pennsylvania State Law. We also vaccinate all dogs for the Distemper and Parvo virus. Large dogs are vaccinated against Leptospirosis. Because Central Pennsylvania has a very high incidence of Lyme disease, all dogs that are at risk for tick exposure should be vaccinated against Lyme. If you dog goes to the dog park, groomers, obedience classes, or boarding kennel, etc: we recommend vaccinating against kennel cough and canine influenza as well". https://www.leesportanimalhospital.com/pet-care/vaccinations/

It seems to me that you are going to be required to get your Shih Tzu vaccinated. You can always call other groomers and see if they will groom her whilst unvaccinated, although I think it is worth your while vaccinating. Vaccinations are a brilliant way to help protect them against many viral diseases.
