New Government Program to Kill some owls to save other Owls?

What does everyone think of this government program?
Somehow it just does not set right with me.

While i do agree with managing wildlife, this is a short sighted, short term solution, if they are being outcompeted by a more adaptable species, culling the competitor will only be effective for a short time, unless they somehow intend to cull the competitor every year.
Unfortunately this is how nature works, some animals out compete others and win the survival game.
