Has anyone ever heard of a vet nuetering a dog, then the owner later finding out, the dog still has one testicle. This happened to me and I'm feel this falls under the 'botched nuetering' category. What do you think I should do? Who should pay for the second nuetering?

Can you take the dog back to the vet who did it? Perhaps when they see that something went wrong they can redo it for free.

salem has given you a sensible reply and she is right. if the vet who did it will not redo it for free then vets have to answer to an ombudsman.
details of which should be displayed behind the counter on the wall,if not ask the receptionist,they have to give you the details.
you can write a letter to the ombudsman,include pics of the remaining testicle with the bill from your vet for the op. the ombudsman will investigate fully and report back to you with further action.
